«Dear colleague,
I have great pleasure in inviting you to the European Council, which will take place on Friday 14 December 2007 in Brussels.
We will start at 10.00 with a short exchange of views with the European social partners on the application of the agreement on key challenges facing European labour markets, followed by our customary exchange of views with the President of the European Parliament, Hans Gert Pöttering, whom I'll be also inviting to be present at the meeting with the social partners.
We will then have our traditional family photo, at 11.00, after which we will begin with our first working session until 13.00. I intend that we use this session to finalise the draft conclusions which have been prepared by the Foreign Ministers, including the establishment of a Reflection Group and the Declaration on Globalisation. As we go through the conclusions you will of course be able to comment on the substantial issues which they cover. In this context, I have invited Jose Manuel Barroso to say a few words on the Commission's recent communication "Towards a Common Immigration Policy".
We will then hold a joint lunch with Foreign Ministers to discuss the developments in Kosovo. I will also ask Javier Solana to brief us on Iran.
After lunch we will hold a second working session, starting at 15.00, in order to complete the morning's discussions on the conclusions.
The Presidency will inform the candidate countries of the outcome of the discussions.
I look forward to seeing you in Brussels on 14 December.»
