Rui Carlos Pereira
Born 24 March 1956 in Duas Igrejas, Miranda do Douro. Married, one daughter. Graduate in Law and Master's degree in Legal science from the Faculty of Law, University of Lisbon. Lecturer at the Faculty of Law, University of Lisbon 1981 to 1997. In practice as Advocate 1983 to 1990. Adviser to the Judge's office at the Constitutional Court, 1990 to 1994. Involved since 1995 in legislative reform of the Penal Code, the Penal Process Code and the Highway Code. Director-General of the Security Information Service, 1997 to 2000. Secretary of State for Internal Administration 2000 to 2002. Visiting lecturer at the Faculty of Law, Universidade Nova, the Universidade Lusíada and the High Institute of Political Science and Internal Security, until investiture as Judge at the Constitutional Court, 2007. Member of the High Council of the Prosecution Service, elected by Parliament, 2003 to 2007. Founder and Chairman of the Observatory on Security, Organised Crime and Terrorism, 2003 to 2007. Chairman of the Editorial Board of the journal Revista Segurança e Defesa, 2006 to 2007. Coordinator of the Penal Reform Mission, 2005 to 2007. Lecturer and author of monographs on penal law, penal process, philosophy of law and internal security. Author of regular press articles on these questions. Judge at the Constitutional Court, elected by Parliament, 2007.
